If you mean NPR brings in experience and internationally recognized experts then I guess that could be true. They don't run people like Ann Coulter the way Fox does (I know you don't like Fox I'm just using that since it is a well known example ).

Typically NPR has everyone from Tom Delay to Ted Kennedy on and even the current Bush installed director of NPR, who was famous for claiming NPR had a leftist bias, has been unable to document such a bias dispite spending millions keeping track of every guest on every program. That such an exhausted study came up clean, and funding for other programs were cut to pay for that four year study, shows that if there is a bias it is not very pronounced.

I would say that if you're in the rural midwest some of the articles would seem biased. I mean NPR will do articles on stem cell research or simliar issues which the far right gets wound up about but these people also consider EVERY OTHER news source to be left wing. Honest examinations have shown that isn't true.

Being 16 in 1992 (when Clinton attempted to create universal health insurence) I honestly didn't listen to NPR back then so I can't say. Typically NPR does do such panels for most major policy issues.

When NPR started accepting corporate advertising their reporting moved from a left-wing POV to a more centrist. That was ~1994 IIRC. And yes they were critical of Hillary's plan then as they have been in recent years, although for different reasons.

In reality NPR's seeming 'leftist' reporting has more to do with how the rest of the media reports.

I think that opinion in the United States is decidedly different from the rest of the world because we have a free press -- by free, I mean a virgorously presented right wing point of view on the air and available to all.- Ned

Fairness and Accuracy in Reporting did a study of NPR a few years back and found the most of NPR's "experts" that would be interviewed for this or that were either from right or center right positions. Of all the media, they gave the largest amount of time to liberal sources, but this was still a rather small minority of totla time.

What makes NPR seem lefty is their lack of sycophancy to power, their willingness to chase a story and report the facts (even the inconvenient ones), and the fact that liberals are in fact audible in their reports. Most American media is center-right, which just seems left-wing when compared with far right wingers like Fox and their ilk.

As a long time NPR listener, the only shows that qualify for being truly liberal are Living on Earth, On the Media, CBC Radio - the eight o'clock version with this liberal female commentator who is truly biased, and Tavis Smiley/News and Notes which are only slightly left versus far left.

The remainder of their shows these days, and it has gotten worse over the last year, have started using more right-wing linguistics when reporting news. Also they typically represent moderates as liberals in their panels, and then use right-wing conservatives as their foils. Since the prior programs make up roughly 5% of their programming, the liberal thing is a myth to discount their overall excellent reporting.

CBC Radio = Canadian Broadcasting Corporation radio.

                      It's not NPR programming.

Public Radio International is a cooperative venture between the CBC, NPR, and BBC. They make each other's programs available (for a fee) and sometimes share reporters (like in Iraq or what not).

I understand that they let each other use their programming, but it's difficult to call a CBC report "biased" when discussing its place in the American political spectrum.

While there is plenty of BS coming from the WH, Cheney didn't send (or even ask from what I can tell) Wilson to Niger. The CIA learned the Prez was going to refer to Niger in his speech and sent Wilson. This may have happened after Cheney/CIA had a discussion about the Niger claim but Cheney didn't know who was sent. Seems Wilson was a bit inaccurate when he said he went to Niger on behalf of the WH/Cheney. Cheney reacted to the notion Wilson went with his blessing and the CoS of both Cheney and Bush then showed that his wife was involved with Wilson's appointment, not Cheney. But how do they show his wife was involved with her background? If you leak her identity, you're showing Cheney wasn't involved with Wilson's trip but outing a CIA agent...they outed the agent...
