Slapping your vassals when they get unruly only qualifies as "war" when they oppose actual resistance. a few dozens kills, and 2 days of occupation just to scare off a regime doesn't really qualify as war. It's not really comparable to the last actual war we initiated, Algeria.

As for Afghanistan, Kosovo or Iraq 1991, we alse had very little costs, as we were showing a token presence. It's not like we had any real weight in deciding whether the slaughter would happen or not. And we barely lost anybody in the slaughters.
