I know I'm sloww, but I still don't understand how mandating that, I'll pick a name at random, Mobius for instance, gets rid of glasses, takes out his false chompers, and removes toupee for a photo for his passport is going to solve anything.

The purpose of passport photos is to identify the holder. So of course a neutral/normal expression is preferable. After all, few people walk around with a stupid grin on their face the whole time.
Government authorities deemed it necessary to advice people on how to get their photo taken for a government issued document. I don't see what the problem is.Comment
