Just a quick question from someone not entirely familiar with American constitutional law. In the US federal system, who is primarily responsible for protecting the people from huge catastrophies like Katrina, the state or the federal government? Keeping the answer to the above question in mind: who do you think should recieve the most blame for the current situation, the state of Louisiana or the federal government?Comment
