'Uncontrollable' is an absolute state like e.g. being braindead, as I pointed to earlier.

I would compare it to the tossing of a coin, it can only be heads or tails. A single coin toss can not be more heads or more tails. If you are tossing 10 coins you can toss more heads or more tails.
It depends on what you take the words to mean, and what you are applying the word more to.One day Canada will rule the world, and then we'll all be sorry.
