(1) Make terrorism legal, but only with a license.
(2) Terrorists have to apply to the Dept. of Homeland Security for their license.
(3) And wait, and wait and wait for it to issue.
(4) Terrorist either die of old age or decide to get a life, get a job, get a wife, settled down, raise kids, pay taxes, worry about retirement and bi+ch about the government.
Bureaucracy = America's secret weapon.
