Instead, it's left at the elevated level from nearly 8 months ago.

b) The threat level really was used to just scare people

I really don't get the terror alert level. All the time it's elevated, which means "significant risk of attacks". That just scares people or, on the contrary, makes them ignore the warning. Nothing has really changed in the past few years, yes there were the 9/11 attacks, but there were groups who wanted to attack the USA before that and there are now, and they haven't gained much power after 9/11. Unsuccesfull though the USA is at capturing top al-Qaeda leaders, the constant pursuit by US forces plus the military operations are weakening the terrorists.
