The thing about Belgium is that it is a historical neutral zone. When it achieved independence from the Netherlands in the 19th Century, it deliberately named itself after an ancient Celtic tribe, Belgae, to avoid conflict.
Because of Balance-of-Power issues, neither France nor Germany nor Britain could grab Belgium for themselves.
