The only requirement would be to be descended from Hugh Capet, which basically means there is no requirement.

yes, which is exactly what sucks

Highly paid bureaucrats live in their own universe, in their own nations, spending all day drinking fancy-ass 5€ coffees and avoid all decisions which would offend somebody -- anybody. Nothing gets done when the leaders are living on their own ivory tower.

Why not abandon the concept of geographical nations? Just have everyone led by a government for their ideology. Or just have a united Earth...

There is no such thing as a capital of the EU so the question is basically silly.

Okay then, should the USA capitol be somewhere else?

Kansas City: right in the middle.
Sacramento: Capital of the most populous state.
              Salt Lake City: Just because.
New York City: Most populous city over all, as well as being the capital of the world already.

Prague. It's right in the middle, doesn't belong to one of the big countries and it's got some notable moments in the history of European conflict.

If you want a capital that doesn't belong to a big country, maybe Luxembourg is best? (or Liechtenstein...)

When the EU gains greater sovreignty, it will need to build its capital alla Brazilia. Given that the EU is an unprecedented international exercise, it would only be confining to have the capital in an extent city.
