It does if you use water to make H2 gas but not if you use oil to make H2 gas. That's why hydrogen is only a partial solution to our energy needs and a very danagerous one at that (think Hindenburg).
Electric-gas hybred cars are the future either that or purely electric cars repowered from nuclear power plants. The later would keep the easy of use drivers want but greatly reduce fuel consumption and green house gas output while the later would eliminate green house gas output but has large usability issues.
