Everyone that joins the military signs on for eight years,

Active duty anywhere from 2 to 6 years, active reserve 2-6 years.

The time they aren't active of that eight years, is spent in the inactive reserve.

For example:

I was on active duty for 5 years. for the last 3 years of that 8 year commitment, I had to send in a yearly "availabilty report", basically detailing my current address.

I just never got called back to active duty.
