What do you mean by that?
I think what they mean is that there was an opportunity for them to cheat. Even though they didn't cheat, they knowingly got into a situation which would have made it easier for it to happen.
Kinda like what JohnT was saying, it's better to never put yourself in a situation that could lead to cheating.
