The USA Congress imposes economic sanctions on South Africa in spite of a veto by President Reagan. Only 25% of the trade between the two countries is affected. Iron, steel and uranium continue to be exported from South Africa. In the next two years, USA exports to South Africa increase from $ 1,280 million to $ 1,710 million.
Reagan's response to these atrocities was to resist economic sanctions against PW Botha's regime and to veto UN resolutions seeking to punish South Africa. The far-reaching US sanctions legislation, the Comprehensive Anti-Apartheid Act of 1986, was actually passed over a presidential veto. '
So sanctions work against Libya, China, Poland under martial law and Nicaragua & Cuba, but apparently not against South Africa.
