That's a nice opinion, but past actions say you're wrong. The Russians have proven themselves at putting self preservation above ideology. Admittedly, that was while there was a politbureau and a group in command. However, I have faith that Russians are very much like the US in most regards of decision making.

No, that's not what Martin said. He said he expected the Yanks to ask permission to shoot down an incoming missile if any of it involved Canadian airspace.

MAD is no defence against an irrational opponent.

The existence of an irrational opponent (meaning someone irrational enough to use nuclear weapons in a first strike) is extremely unlikely in a nation capable of affording or constructing nuclear weapons. Both require a large degree of central organization and diffusion of power from one individual. In the case where a leader went mad and ordered a first strike, it is far more likely that he would be removed by his subordinates than that the strike would take place.

There is really no such thing as a dictatorship - there are only oligarchies of various sizes.

Can you please point to a country where this is actually likely.

Can you guarantee that there never will be an irrational opponent or chaotic situation in some small state with nuclear weapons?

I don't have to. You are the one wanting to make the change, you have to show how this is likely or likely enough to warrant doing something about it.

Yes, after Celucci said that we surrendered our sovereignity by not surrendering our sovereignity. If the US Ambassador won't respect his host country, **** him and **** the USA. If they want us to play nice, they have to apologize. There's no point to treating Americans with accomodating politieness and consideration if they have no intention of reciprocating.

Fact is, if there ever is a missile incoming, Canada will have no voice. The Yanks are going to shoot the thing down, or at least try. You can bet on it. Only now there will be no Canadian officer anywhere around who can be consulted about where and when it falls, if there are any choices.

That's what the Yanks mean by lost our sovereignty. We won't be there when decisions regarding the defence of North America are being made, even though those decisions will be being made at NORAD and NORAD is all over Canada.

I doubt a Canadian could command NORAD now, given the decision of the GoC.
