There is absolutely no reason why standards for "disadvantaged applicants" couldn't be written up so as to be race neutral (and thus ensuring that poor white trash get a leg up instead of Michael Jordan's kids) while still managing to achieve greater ethnic diversity. The fact that very few entities have done so just shows how much these programs are pay-offs for ethnic identity groups rather than honest and competent attempts to redress past wrongs and / or improve society.
