Jimmy, Windows doesn't have full multi-language support. You have to get the french version of Windows for that (again, I got the english version for free, so I'm not complaining.) Or you can change them manually. I'll do that, eventually... However, my help files will remain in english. When you set the default language to french (look the "fr" at the bottom of the screen), it just changes the keyboard settings, nothing more. And don't get me started on software translation here in Quebec... Take the game Fable, for instance. They sort of translated the manual, but not the game itself: the interface and the in-game text and dialogues are all in english. Needless to say, that wouldn't be tolerated in France.
