It must be carried out by email or PM, you can only set your attitude towards them. It is possible to make an On Line encounter but as far as I know everyone should agree first if these contacts are allowed

I see no reason to forbid it. In this scenario the USers cant talk to any other tribe (the language barrier, you know but that was for single player. So if you wanna exchange techs or anything with the Americans just don't allow the events.txt file to load (e.g. by renaming it). That file is actually not needed for MP.

Aha! I had wanted to contact the Mexicans when I met them, too. My F3 key still pops up "We have not made contact with other civs"...

The zip file I downloaded had no events.txt, only a city.txt, the rules.txt, and the graphic files...
