perhaps i wasnt clear. we're not talking about a moderator. we're talking one (or more people) doing two things:
1) writing an introduction note
2) keeping in a post in this thread and index of the played games

Here's a good start...
The Basics
Object
Each player begins the game with a certain amount of Supply Centres and an amount of units equal to those supply centres. Prior to the first and every turn, players may conduct Diplomacy with other players; the goal being to set up a strategy in which to conquer other players, suggest de-militarized zones, or declare war.
Diplomacy is usually conducted over ICQ, AIM, E-mail, Private Messaging, Yahoo Messanger, MSN Messanger, or the like. Talking with neighbors is not essential, but usually players who discuss strategy with other players last longer than those that keep quiet. Nothing said during these chat sessions should be accepted as facts, because a player does not have to abide by anything he has said.
Each player sends moves to the GM prior to the specified deadline. These moves will not be revealed until the day of the deadline, at which point all moves, accompanied by an updated map, will be posted. At this point, each player can visually see what the other players have done.
The long term goal is to capture neutral and enemy Supply Centres, the winner being the first player to capture a majority of the supply centres on the board. The actual number of supply centres needed for victory depends on the game in question.
There are three types of moves you can perform with your armies. You can simply hold the unit in place, and it will not move. You can move it from one territory to another territory. Or you can provide support to a unit's move into another territory, or for a unit to hold in place. For this to be legal, the territory that the supporting unit is in must be adjacent to the territory the first unit is moving to, or in the case of supporting a unit to hold, adjacent to the territory of that unit.
Fleets can perform all three of the above actions, but with one caveat: It cannot support moves to territories that are not adjacent to a body of water, or adjacent to a body of water the fleet can not move into. Fleets can also convoy armies between land territories, as long as the fleet is adjacent to both the territory the army is in and the territory it's moving to.
Generally, if you are providing support to a move and the supporting unit is attacked, the unit's support gets cut, meaning the support is invalid. There are one or two exceptions to this.
If a territory is neutral or is an unoccupied enemy territory, you can move a fleet or army into it and claim possession of it (and its SC). However, to maintain possession of a newly acquired neutral or enemy territory, you must hold a unit in that territory through the fall turn; otherwise it reverts back to the previous owner (enemy or neutrality).
If you are trying to capture an enemy territory you must attack it with a unit and support it with enough units to offset any support that the enemy unit may be receiving. If you are trying to capture an occupied enemy territory that is unsupported, you must attack it and support the attacking unit with 1 additional unit for the attack to be successful. If the enemy territory is supported by a unit, you must attack and support the attacking unit with 2 additional units, and so on.

The only link that I can provide that you guys haven't already.
http://realpolitik.sourceforge.net/ : A good self adjudicating system that is FREE. But, I would suggest that before D-loading it you would pick up a copy of the actual game, it will give you a better feel for the skills needed then just a few computer files.Some days are diamonds, some days are rocks...

WOW You guys are actually playing DIPLOMACY by Avalon Hill!!! Awesome! I haven't played that game in years, but it's always been one of my favorites!
I would LOVE to join a game if you guys have one going, or want to start one!
