Chile stands stupefied at Brazil's unprovoked aggression. Reparations were indeed paid, yet Brazil insists on attacking their peaceful neighbor.
As representative of Chile I condemn this tyrannical aggression and demand in the name of world peace that the leaders of both countries negotiate peace.
I also condemn cowardly German raids on defenceless trading ship of the international community, thus attempting against world peace and prosperity.
This aggresion was unprovoked too.
We beseech the world to view these incidents and sanction these nations for they have betrayed the world in the name of peace and justice which have so been used in the name of evil.

Germany(with poland, austria, etc.) and russia attack scandinavian countries. overcome: finland goes to russia, norway goes to germany and sweeden is 'neutralized'
then, with the aid of Italy, Germany invades France. And they recently were torpedoing ships(both trading and military) with U-Boats.

I disagree with Brazil having Uruguay and Paraguay. After all, spanish is spoken there and the two cultures aren't very friendly to each other.

OK, this is what I propose:

Permanent Members:

NSF
Britain

3 other members are elected by the general assembly. Otherwise, we're just going to keep disputing this and never get anything done. Please accept this. With the way the world is going now, it looks like Germany will take NSF's seat on the permanent council anyway. Any other changes to the security council will come from this base. Please accept it as we're not going to get anything done if we keep bickering.

There are 3 "open" seats on the Security Council. Voting will commence after nominations. A nation can only nominate one other nation (I think this is fair, but that can change)

The Republic of Canada does not support any actions against Argentina or Chile, and feels that more peaceful negotiations should be use at this point.

OOC: Bolo your probably right. Britain is not really a military world power, but me not to veto a proposal that would weaken me farther isn't going to happen.

The UK fully suports the excellenty crafted Chinese proposal and urges all other nations to accept it as well.

The UK would also ask the members of the Three Scimitars alliance to decide who they would like to see in a non-permanent position....
