Dubya looked over his speech one more time, and then looked out at the leaders of the world. "The reason I have brought you here to New York is to address the current international crisis. As you know, the United Nations was created with its headquarters right hear 10 years ago. Although no secretary general was elected then, I propose we elect someone to lead the process of resolving this crisis. If we cannot agree on a Secretary General, we can at least agree that any nation using nuclear weapons against any other nation is to be immediately excluded from all alliances. Another proposal is to require all nuclear weapons to be disbanded within 5 months (by 12 noon central time tomorrow), and that all nations shall jointly attack or condemn any offender of this rule.

We wonder just how fit USSR is to lead an alliance but Greece sticks to her agreements. For the nonce." She gestured to the two Greek guards who stood trembling because they had not known it was Melina that they had been looking at.
