If you mean upper, forward-left to rear-right, currently closed (red lights) airstrip, it's hangar elevator. It's painted with yellow and black danger strips. There is a plane on it, ready to be transported down to decks.

Yeah but make a Heliopad on the opposite side. Carriers allways have heliopads and in StP they most likely will too.

cool but maybe make the ship a little bit longer or make it lay in the water deeper....it isnt right now....methinks.....
