It is a valid solution, but it means the neutrals will build these units forever...
Leading to the dreaded 'too many units' message.
And giving the neutrals loads of redundant troops,
I would rather leave the percentage of potential units to the warring civs...

Currrently, there is a large neutral force of partisans roaming through the German-Occupied USSR, and quite a number of mech infantry are marching around Norway and Sweden.
I can't help but feel this is historically incorrect.
