Don't know how you're handling things in this scenario, but your 'hero' units could have other special abilities than unreasonably high att/def rates. Other abilities, such as better HP/FP, move around ZOC's, all terrains as road, etc. could be vital for a player, depending on how the rest of the scenario are set up. The 'hero' units of my own Emin Pasha scenario basically all has better movement abilities, to allow them as 'officers' to supervise the rest of the forces along the way. Along with better HP and def rates, they make for good, flexible defensive units.
