Just prior to WWI, Fisher resurrected this term in the British navy for a type of bombardment vessel. They looked almost comical: big battleship or cruiser gun turrets on a 600-6000t boat. that is becouse JPG files doesnt save all the data, JPGs only save some of it (for smaller file sizes) and thne "make good guesses" as to what the blank pixels shoudl be

That's true, but that's not the reason the images appear blurred.
If you save your images as JPEG you must have several options somewhere as to what image quality you want. Since JPEG is better at encoding smooth gradients than sharp edges, CorelDRAW probably has an optimization setting to slightly blur the image (and thus further reduces filesize). That might not be a problem for photos or so, but is a problem for Civ2 imagery.
You should be able to adjust these settings either when saving or in the general program preferences.
In any case, if you want accurate lossless images (like with Civ2 graphics, much less so with screenshots) use PNG or GIF (for Civ2 GIF is preferable since that's the format Civ2 uses itself).
Beautifull units! Woa, I wasn't expecting the railroad monster-gun in the last row. I was just reading about it yesterday. The reich built just two of them, I can't recall their names. They blew the sevastopol forts to bits, but since they were more like battleships on weels, they never lived up to the initial expectations (too cumbersome and expensive to operate, only fired a couple dozen of rounds). A really crappy investment. Both got captured by the soviets.
