Since my memory constantly fails me, and i am far too bored to find out, could anyone tell me what is the improvement that forbids cities to starve?

    Granary or supermarket?

There is no such improvement, but I guess you mean the Granary.

With the granary only half the food is depleted when a city increases size. The supermarket "unlocks" the usage of the extra food of farmland.

I am certain that an improvement saves city from starvation.

      It must be the supermarket.

No, if the city lacks sufficient food, its food level will drop below the green line and its population will eventually drop by one. No improvement can prevent that.

Supermarket adds a food to the city square, if the city square terrain has a food rating >0. This is in addition to the normal food bonus. So with vanilla Civ2 settings, plains city squares give 3 bushels, but a desert gives only 1. Under the right circumstances, this could prevent starvation without any engineer work.

Doesn't sending a food caravan out of that city prevent starvation? Is Xin Yu still around?

Nah, it'll just cancel the route first, right?

That's the thing. I don't think it's capable to doing more than saying that it got rid of the route.
