@Smiley: Do you mean how do I keep the game strategic with only a limited number of cities?
Well, take for example the benefit that the Allies had after they took North Africa in the reall WW2. There were no large population centers or industrial projects, only some desert. This may seem trivial from an immediate standpoint, but taking North Africa allowed the allies to bomb Italy, France, cut off a theater of war to the Axis, and to make some outstanding raids on the Baku oil fields.
In this scenario the same will hold true. You must hold the territory with airfields, bunkers, and some new "land carrier" cities (that's what I mean to fill the map up a bit) in order to keep the enemy at bay. Otherwise, you're going to have B-29s buzzing Lower Bavaria. There is enough room in North Africa, Northern South America, and Central America to warrant this sort of strategy. I will include plenty of goodies and fun stuff to keep you occupied in the "outlier territories" so don't worry to much about not having any cities to take, in say, Chad or the Amazon Basin.
