I'm assuming that you mean a jump shift. I guess that makes sense if he has 17hcp and 19 in total points. (i.e 5341) I wouldn't bid a jump shift with 14 hcp. My textbook # is 19+ (incl distr.) for a jump shift. With 14 hcp, I think his bidding is reasonable. He's just bidding new suits to force the bidding to continue. He knows they will get to game and he just wants to find the best one to be in.
