The streets are easy to remember if you play the game long enough. I felt the same way about Vice City when I first started playing it but after a while I got the layout memorised. I know both games well now though. Both have distinct layouts though, with each island in GTA3 having a different feel. The various areas around VC also each have a different atmosphere which is always a good thing.
I prefer the darker atmosphere of GTA3 though, VC is just too bright and happy for the type of game VC is. Plus the radio stations are better (with the exception of Wave) and the cars are much nicer.
