I guess, all you'd have to do is list a villager you want dead and I'm sure the mafia would off them just to put suspicion on the person that wanted them dead.
I believe that has happened a few times already.

I suppose one can advertise "I want so and so to be killed tonight and I'll leave some gold bricks outside of my door" but again this is assuming people in the village are honest and will not take money if they don't deserve it.
