        I was just wondering. I didn't refuse any of the shots, but we do have people who did. Actually, the vaccination was more a pain in the arm than anything

              Flat and hemorrhagic smallpox are caused by the same virus as standard smallpox, it's just acting in a different way. The 30% figure includes those unfortunate to contract the highly lethal manifestations of the virus. Therefore it's impossible for the terrorists to 'develop' the most lethal forms.

                Thats a bit of an assumption since no one knows why the difference in disease manifestations occured. Smallpox was eradicated before it was possible to track viral clades by genetic analysis. We have no way of knowing whether the different manifestations of the disease were caused by changes to the virus (mutation or expression) or by host factors. If flat and hemorrhagic smallpox were a result of virus variation rather than host factors then it would be possible to increase its lethality.
                We need seperate human-only games for MP/PBEM that dont include the over-simplifications required to have a good AI
