Last I heard, Milosevic wasn't convicted by the International Court of Tribunal on former Yugoslavia and Rwanda. If he is an evil a man as the West made him out to be, that shouldn't be such a hard task.

You see, A few years back, France and company bypassed the UN and convinced Clinton to use the NATO alliance to force Serbia to quit the Balkan conflict and, eventually, unseat Slobo. Whether you think it was justified or not (and a lot of Americans thought not), two facts are clear: 'old Europe' chose to ignore the UN (because of a promised Russian veto), and the United States chose to stand by its allies in spite of this.
Now, when we try to unseat a dictator that we feel are a threat to our interests, these same countries not only do not help, they actively block us at every step and whine on and on about our trying to undermine the UN. The hypocracy is blatant and appaling.

Despite the fact that I am anti-war at this point, I think TMM's post re: Bosnia & Kosovo is a good explanation (at least in part*) of the Bush Admin's irate reaction to Franco-German resistance.
* - the other bit being their unilateral tendancies, which includes a basic "to hell with what everyone else thinks" mentality.

There's a BIG difference between what Milosevic wanted and said in his speeches AND what the West translated and told it's short-attention spanned masses.
Of course, there were also some differences between what he said and what he did....

Why would France want to get rid of Slobo? I can see Germany wanting to get rid of Slobo since he was beating up on their little friends the Croats. But what would France have to gain from having Slobo in the evil hands of the Dutch?
