The UNCF was also started when a large number of universities weren't in the habit of admitting any blacks (whether by overt policy as in the south, or back door policy), and when the majority of blacks' opportunities to go to college at all were in private "negro" colleges, which didn't have either the history, or the social connections to have endowments.
The UNCF was for a very long time almost the only scholarship resource available to blacks.
Whether it's outmoded today is pretty irrelevant, as it's only one of a very large number of targeted scholarship funds, and represents a fairly small pool of overall scholarship money available.
Personally, I think merit scholarships should be available to anyone with high enough qualifications who doesn't have the economic means to go to college on their own.
