    get her parents in on it. Especially if she's only 16. They'll be a big help, if they're cool with you, and will hopefully give you some good advice, maybe even help keep her away from preparations.

      Good thinking orange! The problem with giving a surprise party is that the giver has to be in two places at one: setting up the party and distracting the guest of honor. Put the old folks to work!
