I just skimmed it. Article is short of facts. Claims existence of weapon but does not explain even the operational principle behind it. How is surge created? The energy released in an EMP that would do significant damage over widespread area is quite obviously something like the yield of an atomic weapon (given that that's how it's generated this is self-evident). What other storage system would pack this much energy into a single bomb?
