There is no government in Moscow, per say. It's actually just one giant espionage ring, with the main players in the "government" being only central to/subservant to the KGB higher-ups.
Anyway, I see this plan in existence. It has not, however, been given much attention, and that's going to lead to a big kick in the ass in the future.
Sad that Golitsyn, who had a glimpse into the inner workings of the KGB, tried to help(he named the highest ranking CIA and MI5 agents as KGB agents; I wouldn't be surprised if some of them are still manning their posts today), but no one listened.
And for the Eastern Europeans, don't be so quick to praise your "democracies." It's no surprise that most of the candidates running for seats are former Communist Party members, in your respective republics. There's a reason for that.
