There are toll roads and bridges and even private (pay) highways, but the toll is not for driving from state to state. AFAIK that would be illegal.We need seperate human-only games for MP/PBEM that dont include the over-simplifications required to have a good AI

Build public transport network. I can think of maglevs reaching all parts of the country, plus tax breaks for companies if employees work from home - that might work. Let's say lower N.I. contribution, or actually incerase it for another % for all organisations with over 50 employees, but if people work from home the companies get away without the increase. Something lovely and complicated like this the government might even consider
