Chemical weapons might make for effective terror weapons (but, again, you've got to get proper delivery), but are nowhere near as effective military weapons as their conventional counterparts.
Terror weapons are never effective, they only succeed in hardening the people's resolve against the ones using them. I think Sept. 11 has shown that very well.

Would you feel any differently if someone slammed the US because it used to support slavery? The past is just that, dredging up old wounds serves no purpose whatsoever, especially when it's done in such a mean-spirited and bigoted manner.
