One of my students who is a WHO fanatic told me that Townshend had told fans he was doing this about a year ago, through his personal web site. If this is the case then it is pretty clear that he wasn't downloading it for indecent purposes (unless that was all a ruse), but I'm not sure it exonerates him since the law is that you shouldn't be looking at it at all.
Still, he's always been a bit weird, e.g.
