Well what suprises me is they lump men and women together. Men in general have more muscle mass so their overweight threshold should be higher. Women should remain the same though.

In the navy we used waist and neck measurement. But the women in the navy were allowed to get a pretty high body fat %. we couldn't exceed 22%. Yes the navy is full of fat slobs . Because 22% is quite a lot. We had guys in with around 5% body fat. Now that is lean.

Yes we do have some hefty people in the navy. but One requirement should be able to fit through scuttles. I bet some of those guys come close to not being able to fit through.
It's hard to explain what a scuttle is. But basically it is just a circular hatch that opens up. we have escape shuttles in the engine rooms of navy ships. And many hatches (they allow access in between decks (floors)) have scuttles in the hatches. So in a general quarters situation the hatches will be shut. If you need to pass through to another deck you will use the scuttle. It helps to be able to fit through the scuttle with an OBA (oxygen breathing apparatus) on, and carrying a firehose.
And of course the army and marines need to actually be fit to battle the enemy on the combat field
It's just that body fat % can be a very poor indicator of physical fitness, and it certainly is an awfully bad indicator of skills needed in combat/army.
Well, who am I to blame. There are some minimum requirements to become some special forces here too. Things like min. 3000 meters in cooper's test, atleast 10 pull-ups in 30 sec. and so...

well I agree. There really is not great measurement that can be quickly done that measures physical fitness. Even the pushups, situps, run/walk tests we have are a joke. Not very hard to pass those.
