If you're talking about the 5 men who entered the US on Christmas eve and who are being sought by the FBI, then not only are they known to be of Arabic ancestry, but the FBI even has their pictures. Why does everyone simply assume that people of Arab ancestry that come from Canada are not Canadians? We know that is not true. Now you are raising fine points. Are illegal aliens in the US "Americans." Technically no. But actually yes.
I would say these kind folk who crossed the border are not Canadians if they only entered Canada recently and exhibited no intention of staying there permanently.
