I think Kill the Poor is kinda uplifting, myself.
"Spirit merges with matter to sanctify the universe. Matter transcends to return to spirit. The interchangeability of matter and spirit means the starlit magic of the outermost life of our universe becomes the soul-light magic of the innermost life of our self." - Dennis Kucinich, candidate for the U. S. presidency
"That’s the future of the Democratic Party: providing Republicans with a number of cute (but not that bright) comfort women." - Adam Yoshida, Canada's gift to the world

          Or "We have no heads"
They come over here and they take all our land
They chop of our heads and they boil them in oil

(Should I go for the subversive? Whistful, melancholic songs with a happy sheen? Delroy Wilson's "Dancing Mood", etc.? Nah.)

                  The Mar-Keys - "Soul Finger"

But the cheeriest of all musical styles is of course Soca! (Soca! Soca!)

"Good Enough" by Dodgy has, perhaps unfortunately, come to mind...

Katrina and the Waves did "I'm Walking On Sunshine" - excellent choice for upbeat music.
Also, other good upbeat songs include early beach boys and beatles, also tears for fears, etc…
But if you really want the Joy Division, be sure to download their "Kill Me Now Before I Suck Even More" track, obscure B-side, that!

Joy Division is the greatest misnomer of all time!

There are a lot of good, danceable and upbeat Talking Heads songs. Talking Heads '77 is one big lump of honest good hearted sentiment.
                          He's got the Midas touch.
But he touched it too much!
