Personally, since a rock can be a deadly weapon, and something like a dozen or so people have been killed by rock throwing over the last 10 years or so, I find indiduals who throw rocks to be comatants. Certainly, if ppeople were throwing rocks at a policeman in the US, I would think it a very predictable response that the policeman might fire back if they couldn't be subdued or stopped some other way."I read a book twice as fast as anybody else. Shouldn't be shot if they can be stopped or the situation diffused in some other way.
