A lot of the guys on this list are flavors of the month guys: Castro, Saddam, Amin, Osama and so forth. We could not find any decent Emperors of Old, some Assyrian Kings, Chinese or Egyptian emperors, that just decided to have some genocidal fun here or there? Perhaps the most evil person in history was some fool who tried to cast a spell to sacrifice all of humanity to the Elder Gods.
