Yeah, but Kaiser Wilhelm? He wasn't remotely evil compared to the others on the list. A typical European monarch, perhaps, but not evil. He was a bit of a fool, but that is true for most royals.

Uber, I think both Khan and Stalin killed for political reasons. Khan did it to demonstrate his power and strike fear into the hearts of people so they would not oppose the horde. Stalin did it for the same reasons. I don't think Stalin had any qualms about it, either. He seemed to enjoy making people afraid. That's evil. Plus, he lived in a time period and society where such acts were far more morally reprehensible and worthy of condemnation than they were in Khan's time.
