With so few people living there wanting joint sovereignty why can't Spain just drop the issue?

The problem is that the people of Gibraltar just want the benefits of being British (as opposed to being Spanish, sad for some to admit), not to mention that there are probably few if any non-British-ied descendants of the original Spanish natives.

I really doubt Britain will give up Gibralter so long as the people there want to stay British.
I would think Northern Ireland and the Falklands would be proof enough that the Brits care more about the wishes of the people than most other factors.
Hong Kong was a bit different. There was an agreement. It expired. Either the British government decided that agreements are more important, or they wisely chose not to push their luck with a rising super power. They still haggled for as good a deal as they could for the people left behind.(\__/)
