It dependes what kind of terrorist group this is though, what goals etc. If this would be a group from ME, it would not make any sense to attack the french now. They're not very supportive for the attack to Iraq (I'm not sure how supportive they are, but I think they're not sending troops anyway), so why provoke them? No sense....

If this turns out to be an al Qaeda attack, then it was a really stupid one.

An attack on a lone, distant freighter will have little effect on French foreign policy, and the French people will care little. The Americans will sit around and smugly say, "told ya so."

The countries this will really affect will be the Saudis, the Kuwaitis, the Iraqis, the Iranians and everyone else who is exporting oil from the area. They will see this as an attack on their income stream. Every potential friend al Qaeda has in the Gulf will turn against them.

I don't think it was an attack against a French ship so much as it was an attack against a Qatari port.

Think about it. Qatar has been bending over backwards to show its not a supporter of terrorism ever since 9-11. Perhaps Al-Qeda or a related group is now trying to make an example.
