Yes, countries may well be better run under a "dictatorship of the intelligent" just as countries may be run better by a very intelligent dictator.
However, this does not make this the right way to run a nation.
A society, from which a nation arises, can be defined as a large number of individuals coming together to advance themselves to a greater extend than any of them could as an isolated unit.
In a modern liberal democracy, these individuals come together, in the most part, into a Rawlsian system whereby everyone can reasonably be expected to agree on the nations' principles of justice (if not their application)
Everyone of these people should have the right to vote to modify the way these principles are woven into the institutions of state.
This is how the state retains it's authority
