While The Great Dictator is one of the best movies ever, this banner is simply bad.
The movie:
Chaplin's work is a masterpiece of art. Chaplin had a hard time when he finally decided to release it (he nearly decided against it) but it's good he did. The movie successfully showed/shows how facism works. It made people laugh at a time where there was no one laughing at all - warweariness. And it deconstructed Hitler from a horrible enemy to somebody to be laughed at and easily beaten. It's influence on British society at that time was enormous.
Being offended/bad taste:
To make fun of/with Hitler is in my opinion acceptable and often it is really funny. There's no reason anybody should be offended by that. Eg. "La Vita è bella" made fun of concentration camps and even won an oscar, justified. No topic should be off-limits for good fun, simply none!
The proposed banner:
It's bad because it tries to live of the movie, because I can't see any funny statement in it and because there's not even a slight connection between apolyton, buying and Hitler except maybe the fact that it is an order to do something. Anyone that has seen movies of Hitler's speeches knows that he never talked like that, so the banner just doesn't make any sense, it's simply bad.
