In 1911 Germany's steel production was four times that of France; in 1914 its population was 1/3 bigger; 1913-14 Germany's military expenditure was over 1/3 bigger and the number of troops almost twice as large.
And in 1939, Germany's share of world manufacturing was 3 times that of France, its number of troops over twice as much, and its amount of aircraft almost twice as much.
I wouldn't say they were equals. In fact, France held up damn well against Germany in WW1 after Russia left the war. They stopped and reversed a renewed German offensive well before a single American soldier landed on French soil.
