        Emperor Norton I of the United States of America.

        He's not psychopathic, but certainly crazy and entertaining. Also he was (at least according to himself) in a position of great power.

              There's a lot written already about them, but Pope Alexander VI and his son, the infamous Cesare Borgia, could be a treasure for you.

              Especially if you stay away from the most popular and often wrong facts... ie, Cesare's daughter Lucrecia was not the evil slut most authors have told us about, but rather an innocent tool for her father's political ambitions.

              The Italian renaissance is certainly rich in cruel and infamous bastards. Bernabó Visconti, Ludovicus Sforza, Catalina Sforza and Ferrante of Aragón, King of Naples, are just a few names you should check out.
